Hey, let him be. If he is happy being the prototypical "beach boy" bodybuilder, that is his descision! Not everybody wants to be well proportioned massive slabs of beef, some guys are just happy with little chicken legs, and an OK upper body. I am sure people like Justin Timberlake, have never even done a squat, so he is in GREAT company, since his physique goal seems similar to Justins!
I would suggest you modify your training, enough of this Doggcrapp stuff for you, obviously it is too much for you. Why don't you try the modified version I whipped up just for you:
Mon: 2 sets of bench, 2 sets bicep curls Between sets, walk to water cooler, have lengthy discussions with other gym guys, talk up the hottie on the stair stepper, etc
Tues: 2 sets of cable crossovers, screaming on each rep, and looking around between each rep to make sure people are watching you. 2 sets preacher curs, again, making sure you yell loud enough to get peoples attention.
Wed: Wear a little string tank top to the gym, walk around to your friends a lot, walk past all the girls, etc REMEMBER to flare your lats out as wide as possible and keep your arms as far from your sides as you can. Perform a few sets of bench, and perhaps the bicep curl machine this time.
Now thursday and Friday are OFF, because you go clubbing those nights. Remember to oil up your body a bit, so when you strip your shirt off in the club, the lights highlight your body, which you have worked so hard on.
Sat and Sun: Come on now, who is going to hit the gym on the weekend, your hung over...no WORK for you, besides, you have that big workout again monday!!

Now, if your goal ISNT to have a Justin Timberlake body, then perhaps your next hack squat day, you may want to consider MOVING A LITTLE MORE WEIGHT!! But, I don't know, it just doesn't seem like it is what you want....naaaaaaa, you really don't.

Miserably failed on front squats bottomed out twice..once on my 8 rep set and once on my 4 reps set yielding 7 and 3 respreectively.

Hell, since coming back from my knee problems, I'm only getting 8-10 with 315 A2G in the squat rack and my 20 rep set is only with 225 so far.
But that is in the squat rack, my WIFE can do 315 7 times in the smith machine.
But don't worry, 22" legs are big for high school.
